Background: since 1992 Transport for London (TfL) has managed the installation and maintenance of all safety camera installations in London on behalf of London’s highway authorities and police forces. The safety cameras in existence are used to capture enforcement data relating to speeding vehicles and comprise a mixture of spot speed technology and average speed systems. There is also a network of cameras that monitor the stop lines at junctions to capture enforcement data relating to vehicles contravening the red aspect of automated traffic signals (ATS). The majority of the existing camera systems are wet film (i.e. those cameras that capture offences using 35mm celluloid film). These cameras have been installed because analysis of collision data at the locations has identified the cameras presence will reduce the frequency and severity of collisions and in the case of speed cameras, also lower the speed of vehicles at the specified location. Cameras have been shown to be effective, in that there has been more than a 50 per cent reduction in the number of people that have been Killed or Seriously Injured (KSI) across London at the camera locations since their installation. Objectives: TfL intends to maintain and build on the current level of success by letting up to three contracts so that all wet film cameras at locations that have contributed to the success to date will be replaced with a suitable digital alternative. The scope of each of these supply contracts will include removal of existing equipment as well as installation and maintenance of the equipment being supplied. In addition there will be provision to supply, install and maintain cameras at further locations if and when required. Procurement description: TfL has identified that the systems required fall into three categories. The requirement for the London Safety Camera Replacement Project will therefore be let in three lots, as follows: lot 1 – replacement of Wet film spot speed cameras (except for those cameras in lot 3) with a digital spot speed alternative; lot 2 - Replacement of wet film red light cameras with a digital camera that has the functionality to undertake speed monitoring of vehicles for enforcement purposes during the green phase of the ATS; lot 3 –Replacement of wet film spot speed cameras with a digital average speed camera system on routes that TfL has identified would be more appropriately covered with this technology rather than spot speed digital systems. Please note: any bidder can bid for any combination of Lots, however, bids will only be considered if the equipment proposed has or will have Home Office Type Approval (HOTA) accreditation at the time of tender return.
